[uClibc]release candidate for uClibc 0.9.11

The current contents of CVS (along with the daily snapshot which
I have updated manually) are looking quite solid, and are now a
release candidate for becoming uClibc 0.9.11 (with minor doc and
Changelog updates of course).  I've tested it on x86, and on ARM
so far, and it seems to be working nicely.  If all of you could
_please_ try it out and let me know if you see problems, I would
greatly appreciate it.  Thanks!
