you can try the following thing:
#this will make xterm work with cyrilic, note replace cyrilic with
#the locale you need ru_RU ot what ever
LOCALE=<cyrilic> xterm
Inside this xterm you can connect via ssh to the cyrilic computer.
note:i did not check with cyrilic but with latin1/utf8,

I access the device with a terminal emulator on the phone (fingerterm) or via
SSH.
I also tested in on my desktop with konsole as the terminal emulator.
