Can mdev replace udev in an ordinary linux distro?

Twas brillig at 13:37:51 17.09.2011 UTC+02 when ska-dietlibc at skarnet.org did gyre and gimble:

There is 'hotplug2' project by OpenWRT devs which is quite similar in
functionality to hypotetical mdevd.
