FWIW, I simply commented out that line in the RC script, and things
seem OK.

However, although mdev does create /dev/ubi_ctrl, /dev/ubi0 is
missing:

> ubinfo /dev/ubi0 -a
libubi: error!: cannot get information about "/dev/ubi0"
        error 2 (No such file or directory)
ubinfo: error!: unrecognized device node "/dev/ubi0"

> ubiattach /dev/ubi_ctrl -m 2

> ubinfo /dev/ubi0 -a
libubi: error!: cannot get information about "/dev/ubi0"
        error 2 (No such file or directory)
ubinfo: error!: unrecognized device node "/dev/ubi0"

>  cat /proc/mtd
