Darn it.  I was missing a ubimkvol command:

# ubimkvol /dev/ubi0 --name "foo" --maxavsize
Set volume size to 1025966080

253952 bytes (248.0 KiB), dynamic, name "foo", alignment 1

# mount -t ubifs ubi0:foo /mnt
