busybox 1.18.1 fails to compile on selinux systems

Just ran into this on a Gentoo system.

Basically, util-linux/mkswap.c appears to be bugged.  When compiled, I 
get the error:
util-linux/mkswap.c: In function 'mkswap_selinux_setcontext':
util-linux/mkswap.c::18: error: 'argv' undeclared (first use in this 
function)

This appears to be due to a change introduced in 1.18.0.  I'm not 
certain what the exact goal of the change was, but this patch seems to 
make it happy on my system.
