After downloading 140MB of (the current!:-) source (of the binary I  
was using) -- (http://cdn.adslzone.net/pub/repos/victek/Tomato/Tomato_RAF_1.25.8515.2_Source_Code.tar.bz2

I did find the .config file.  Sure enough, it contains:

Thanks!  That would appear to be it.  For some reason, the author of  
that particular config decided to make those changes.  I will invite  
the coders of the various Tomato variants to fix their configs.

It appears ironic that Snow Leopard, "The World's most advanced OS",  
has switched to the POSIX tar format, which according to BusyBox  
terminology requires "OLDGNU_COMPATIBILITY".
