non-blocking I/O on serial port problems

From our experience do not depend on serial IO to be blocking or non-blocking. 
We ran across where our app was chewing up a horrendous amount of CPU time 
and it turned out that the programmer assumed it was blocking (when in fact 
it was not).

Not helpful, but again, it is not related to Busybox.
