[PATCH] mdev: Update references of /bin/mdev to /sbin/mdev

By default, mdev is installed at /sbin/mdev.  Previously the mdev.txt
instructions and the mdev help output referenced mdev being located at
/bin/mdev which resulted in hotplug functionality not working if a
user followed the instructions.
