ash and cyrillic letters

ash started to dislike cyrillic letters again:

echo "Видны ли русские буквы?"
causes "Syntax error. Unterminated quoted string"

I recall my ancient report on this issue. AFAIK the problem was in
typecasting, when chars >= 0x80 were treated as special ash codes.
AFAICS the problem appeared less than a week ago.

Could you confirm and solve the bug?
