Make init syslogging a configurable option

Hi all,

Busybox init relies on busybox syslogd to write its logging to the syslog.
This doesn't work when using an external "standalone" syslogd.
The attached patch against current SVN makes init syslog support a build
option (like with busybox su).

As a sidenote, busybox inittab handling is broken since revision 17937. I
created a bugreport in the bugtracking system.
