Why do people always think that, because ping works, everything else
network enabled should work too (just venting some personal corporate
frustration here :) )

a ping reply just gives you an indication that your kernel network stack
is configured and the kernel replies on the ICMP request (ping).

telnetd is a userspace program. 

Is you userspace working properly, can you login with a serial line? is
telnetd running, is it running as a daemon or from inetd?

this being said, you should seriously consider dropping telnetd in
favour of dropbear.
