Modifying init to create /dev/console ?

I am obviously wrong for newer kernels.  Sorry for that.

But in my past hacking with 2.4 kernels I seem to remember that the 
kernel would panic if the rootfs was missing /dev/console.  However I 
suppose I could be wrong about that as well.
