any value to supporting swap version 0 and *really* old kernels?

V0 works very well. If someone turns on features he doesn't need, it's
his own fault (as in he will get a bigger binary than he actually
needs).

It is supported and it doesn't cause any grief as you shouldn't turn it
on if you don't need it. Same goes for any applet or config selectable
feature. If you don't need it, just don't turn it on.
