Um, I don't think we currently have a mkdosfs command.  (Checks...)  Not 
finding one.

We probably should.  Half the flash devices out there are fat formatted, and 
it's really simple to do.  I should put that on the todo list.

Meanwhile, if it's not part of busybox you have to build the external mkdosfs 
command.
