[PATCH] LDFLAGS configuration

Has anybody else noticed that on a 2 ghz Pentium M (with TWO MEGABYTES of L2 
cache), make help sits there for a full two seconds before dumping the help 
text?

And that it does so because it runs gcc several times to figure out what C 
flags it can use, and that we don't cache this information anywhere between 
runs even though it shouldn't change unless you reinstall your compiler.

Would somebody like to fix this before I try to?  I'm still pretty dangerous 
when it comes to makefiles, and I'll probably break something...
