patch: init's halt message

Hi to all,

 one of my peers had to apply to this patch to bypass a 30 seconds
delay on shutdown, halt or restart. It could depend on our own
serial-kernel driver but that driver works fine in all other occasion.

 I post the patch hoping it is usefull itself or to understand our problem.
