timeout, may be a new applet?

Hi,

  if you are still interested in add this applet I will reduce the size 
and port it as bb applets

   USAGE: timeout [-v] <timeout_in_sec> [-f exit_status_file] [-s 
int_signal] "command line"

  OPTIONS:
    -v: verbose flag
    -f require file name in which will be saved exit command line status
    -s require integer as signal to send in the case timeout will 
expire, default value is SIGTERM

   size timeout
    text    data     bss     dec     hex filename
    4356     392    4164    8912    22d0 timeout
