[PATCH] add klogconsole applet

Hi,

cannot say if this tool is commonly known, but we use it here to
redirect the kernel output messages to a dedicated virtual console (e.g.
tty10). This tiny patch adds the core functionality of klogconsole to
busybox (it just does not yet set the log level).
