I had a big buildsys-touchup which fixed the double-invocation, but that
patch was rejected (see archives for the reasons; IIRC due to an
upcoming release, not sure, though).
An enhancement patch ontop of that cleanup did also make sure that the
check_{cc,ld} were only run for non-config targets.

I'm not interrested in improving/simplifying the buildsystem anymore
since i spent alot of time and effort doing the abovementioned cleanups
and that time was completely invain. Furthermore, contributing
improvements to the primary goal of the project (usability/size
improvements) are much, *much* more fun than fooling around with the
buildsystem infrastructure anyway, at least in my POV.
