can't suid root ifconfig applet

I'm trying to change my network interface's ip address by using php and
having it call ifconfig.  Of course the apache module is running as non
root, so I tried doing a su -c 'ifconfig eth1 x.x.x.x' in the php script
but it doesn't work.  I also added another user, logged on as that user,
and called ifconfig again with the suid root bit on for busybox and it
still didn't work.  That should've worked right?
