Who has "/var/lib/hwclock/adjtime"?

i can't answer that -- i was surprised as well.

what's also broken is that hwclock makes bad assumptions about
UTC vs. localtime if that file doesn't exist.  (details attached
to the bug, whose id i don't have handy.)
