[BusyBox] udhcpc transaction id and chaddr checking

It's been a while since I looked at the DHCP RFC(s). If this behavior was 
consistent with the RFC's, and it doesn't meet with resistence from the 
udhcp maintainers, I would vote for no config option as well.
