Summary:                    "tar" with a directory argument doesn't extract the
directory recursively
Description: 
When using "tar" to extract from an archive, if you supply a directory name
as an argument in order to extract just that directory, all you get is an
empty directory as a result, and not the recursive extraction of the
entire directory.
