[PATCH] new bb_do_delay function

Hi,
this patch moves some code common to vlock, login, passwd, sulogin
to libbb and creates a new function bb_do_delay(seconds).
The patch is trivial and applies to today's svn revision 13025.

Size reduction with the four applets selected is:

   text    data     bss     dec     hex filename
  20031     680    8964   29675    73eb busybox
  19903     680    8964   29547    736b busybox


Please apply (before the passwd patch, which BTW is not ready and fully tested yet)
