[PATCH] move CONFIG_TR and CONFIG_WATCHDOG to ENABLE_*

Hi,
this patch moves CONFIG_TR and CONFIG_WATCHDOG to ENABLE_*
so that there are no more conflicts with some kernel headers.
It is tested and works fine for me.

Please apply if you don't have a better solution.
