[BusyBox] re-read inittab

I read somewhere in the archive which say busybox init
supports 'init -q' which re-read /etc/inittab. I tried it.
It did not work. Basically I have gettty running on
a serial port, I would like to have the capability 
of de-activating the port and free it for other use
at runtime. So I remove it from /etc/inittab and then
run 'init -q'. Nothing happens. And I kill the existing
getty on the serial port, a new processs is respawn.

This is busybox rc3.
