[BusyBox] no second tty with udev

no, i have no udev-script,
but all needed FS are mountet in rcS,
and I get udev-fs in /dev,
but it looks that something is wrong with  me :) ,
 i mean with my inittab, now busbybox says : no /dev/vc/1
(dev/console still works)
I think that init starts the ttys befor udev is startet and init cant find
vc/1 after udevstart.

I am to stupid for udev,
something is wrong with my understanding of "udev"
I go "back" to devfsd, it still works.
