[BusyBox] no second tty with udev

Yes, I had a /etc/udev/rules.d/50-devfs.rules file and I now I have test your 
attachment 01-devfs.rules file, but it doesnt work,  is there another 
config-file missing ?

i have :
/etc/dev.d/net/hotplug.dev 
/etc/hotplug/default/udev.hotplug
/etc/udev/udev.conf
/etc/udev/permissions.d/50-udev.permissions
/etc/udev/rules.d/50-udev.rules
