[BusyBox] BusyBox httpd: relative URLs in subdirectories does not work

Not implemented?  According to Jan, a behaviour *is* implemented, and it 
is erroneous.  If the behaviour were not implemented, then it would 
surely return a 404 for http://host/dir ?

The choice is to either return a 404 or a 301, but serving the file 
directly should not be an option.

I have verified this erroneous behaviour on BusyBox v1.00-rc3
