[BusyBox] remote syslogd bug

Hi all,

the syslogd won't start if the remote syslog host is not reachable. I
specified to log remote (-R) and locally (-L) so I think the logger should
start and still log locally and retry to connect the remote syslog host
every few minutes. 
This is required for me since syslog starts on bootup on my backbone, and it
may occur the connection to syslog host is not yet available. 

Anyways, Busybox 1.0 will be the best busybox release ever :)
