[BusyBox] Strange links in doc/busybox.:net/

This folder seems to be the root folder of the httpd server
vs doc folder in html format.
The index file contains only this (special !?) comment
<!--#include file="news.html"  -->
If I do
# cat /busybox.net/header.html >> /busybox.net/index.html
# cat /busybox.net/news.html >> /busybox.net/index.html
# cat /busybox.net/footer.html >> /busybox.net/index.html
# httpd -h /busybox.net
I get a very nice web page, GREAT !  :)
but in news.html changelog link to an inexistent file 
"/downloads/Changelog"
the last link oldnews is right in this case.

My question is:
Why / root is defined in links ?
can we use <a href="news.html">Latest News</a> vs
<a href="/news.html">Latest News</a>
then all links will be correct and local doc folder can be browsed normally.
