[BusyBox] kernel panic:no init found

hi,guys:
    I downloaded busybox-1.0.0pre3 and compiled it successfully in kernel-2.4.20-8. I made it on a small partition on my hdc? (mounted as /embdlinux).
    When the kernel starts,it will show kernel panic:no init found!... :-(
I've seen many mail lists about this panic ,and I'm sure the link /sbin/init points to busybox as it should.I compiled the busybox both in static and dynamic
,but the problem remained.I even copied the whole /lib directory in RedHat 9 to the partition.
    It's really a common but hard problem in busybox.:-(( 
     Who can give me a hint?Please!
