Hi,

I reinserted the conditional hooks for regression testing that never made it
to checkin and 6 of 42 tests failed.  I'll have to look at the details to
see the exact cause but 3 are ip address checking failures and 3 are url
path checks.  This could possibly be due to the change allowing subdirs to
always override...  The good news is the regression test caught the
differences in behaviour and the bad news is now we have to figure out
why...

Also, the code size for the decodeBase64 function blew up to several times
the 'optimal' size - I have a fix for this I'll post after looking at these
regression failures.
