Yes, because the tools must be small (as a design goal). So if you 
see busybox as a "smaller-and-lighter-GNU-toolset", you are definitely
wrong.
The main goal of busybox (and some others) is code size. So if there 
are unnecessary features, they are not there simply because they are 
unnecessary.
