[BusyBox] patch for run-parts

At present, run-parts will bail out if it encounters any file that
cannot be execed (for example, due to bad permissions or a missing
interpreter).  This doesn't seem like helpful behaviour.  The patch
below changes the code to make it continue after such an error.
