You mut have loadkeys source version from author. All Linux disrtibutives 
not have binary write keymap ;(

You can get this from my:
ftp://ftp.simtreas.ru/pub/my/bb/rus/writemaps.tgz

Usage:
$ loadkeys -b keymaps > keymaps.bin
options -b is hiden and not have in manual :(
