[BusyBox] busybox' init doesn't need an inittab, but....

I just tried this (busybox/uClibc/user-mode-linux using the
buildroot test system (which I just updated to it works and is
current) and it worked just fine for me...

Can you try grabbing buildroot from CVS and giving it a try
(after deleting inittab)?  Perhaps a missing kernel option?
