Charles Steinkuehler was working on a shell-based web server I think -
his stuff would be at http://lrp.steinkuehler.net

In any case, I liked uhttpd (micro_httpd) which provides a decent web
server in about 16k or something even smaller.  uhttpd is available
from the same place that has thttpd.

There is also chttpd, which is more complex and probably less
well-known.

Don't forget the possibility of using stunnel for SSL encrypted
HTTP...
