[BusyBox] wrong? init behavior on SIGUSR1

Hello,

I have a default init script(mountall.sh from debian) which send a USR1
signal to init. I noticed busybox init goes into halt mode, but acording to
man init:
       SIGUSR1
            On  receipt of this signals, init closes and re-opens
            it's   control   fifo,   /dev/initctl.   Useful   for
            bootscripts when /dev is remounted.

So why is this set to halt_signal and not set to SIG_DFL?
