tar -C and wget -P support

It should be fairly simple to add the -C tar option and the -P wget
option. Both of these take one parameter which is a directory to change
into before extracting or downloading.

One thought that occurs to me is to be sure to change back in the case
of being called from a busybox shell instead of being execed.
