There are two bourne shell implementations to choose from:

/usr/src/linux/scripts/Configure
/usr/src/linux/scripts/Menuconfig

Plus, there is c program that translates CML1 to tcl, in

/usr/src/linux/scripts/tk{parse,cond,gen}.c

References are valid for kernel versions 2.0.36 through 2.4.2,
and probably further in both directions.  Those are simply
the earliest and latest versions I have lying around.
