[BusyBox] "Wrong Magic"

i had the same problem using loopback-devices with mkfs.minix ..
use ramdisk with mkfs.minix .. 
dd if=/dev/zero of=/dev/rd/1024k count=2
mkfs.minix /dev/rd/0 2048
(with devfs assuming 2Meg Ramdisksize)
