Yup.  I'd be willing to bet $10.00 that you have BB_FEATURE_LINUXRC
enabled and are running as an initrd.  Right?

I recently discovered a bug in how this case was being handled.  The
about to be released BusyBox 0.47 fixes this (you can grab it via
anon CVS if you want it now),
