Yes.  It wouldn't be hugely difficult ... but the value/code ratio
seems small.  Chunked transfers are of greatest value for dynamic
web content.  I think what most people would need -- or at least
what I needed -- was the ability to download static files.

But, as you noted, it is a nonconformance.  I'm willing to review it
if it causes some real problem.
