[BusyBox] loop.h requires dev_t be defined

What is wierd about this is that when I first heard about this problem, I
compiled it up on va.debian.org (a slink box) and it worked.  Figuring that
perhaps it had been upgraded, I got on irc.debian.org, and someone compile it
up on their stock slink box, and it worked.  So I guess I'm just a bit confused
exactly what is going wrong -- I'm hoping to get access to a system where it
doesn't work...
