[BusyBox] Tail Full implementation

Here's a patch that cover's everything I've done
over the last 5 days.  The "Full"
reimplementation includes all single character
arguments (-c,-f,-n,-q,-s, & -v). With the
"Simple" supporting -f & -n. both implementations
also support an implied -n when -NUM or +NUM are
used as an option.

A breakdown of the filesize based on the CVS tree
about an hour ago is:

Without tail: 227760 bytes
With "Simple" tail: 229936 bytes 
With "Full" tail: 240704 bytes

size of "Simple" module 2176 bytes
size of "Full" module 2944 bytes
