I agree with you and I am not at all content with the implementation since it
had cost me quite some time to get a kernel log filter running.
But I do not think that a bug report for glibc or uclibc will get us anywhere. 
The disscussion about the topic is not new I think. So I believe the decision
to leave the behavior of openlog this way is settled.
