Summary: fdisk fails when disk has no partition table
           Product: Busybox
           Version: unspecified
          Platform: PC
        OS/Version: Windows
            Status: NEW
          Severity: minor
          Priority: P5
         Component: Standard Compliance
        AssignedTo: unassigned at busybox.net
        ReportedBy: jacobg at diku.dk
                CC: busybox-cvs at busybox.net
   Estimated Hours: 0.0

When trying to create a partition table on a disk that was previously all zero,
fdisk fails with an error. This makes it impossible to ever get a partition
table installed.

The correct and compatible behavior would be to possibly print a warning, then
proceed to the normal disk UI with an initial empty partition table.
