Summary: vconfig doesn't accept enough parameters to allow
header reordering
Description:
vconfig has a bug where it doesn't accept enough parameters to allow header
reordering in set_flag.
Header reordering can't be set if vlan_qos isn't set (look at the kernel,
vlan.c:vlan_ioctl_handler and vlan_dev.c:vlan_dev_set_vlan_flag).
This also fixes mismatch in vconfig usage dump of
'vconfig set_flag [interface-name] [flag-num] [0 | 1]' and the actual
vconfig usage.
Kernel version 2.6.11 .
